Community Environmental Action Plans, Darfur

As part of UNEP's umbrella project on Environmental Integration in Sudan, ProAct will provide technical expertise and training to lead the introduction and scale-up of Community Environmental Action Plans (CEAPs) in Darfur.

The CEAP process has been designed to help people from different interest groups to better understand their reliance on, and association with, natural resources, ecosystem services and their surroundings. It also, however, has considerable proven potential to ease tensions over access to natural resources, and thus has important conflict prevention and resolution potential in the Darfur context, as well as other social and economic benefits.

Action plans prepared in a participatory and collaborative manner with communities both displaced and host communities authorities and other interested stakeholders allow different groups to express their opinions and aspirations. They help identify environmental and livelihood impacts linked to activities and projects in a particular geographic area, help develop and recommend measures to mitigate negative impacts, help expand upon some of the more positive ones, and allow a monitoring mechanism to be established to ensure proper implementation of the plan. External assistance is limited to facilitation only. Final decisions are taken by representatives of the respective communities. Action plans developed through this process also have considerable potential for exposing the root causes of problems related to the use of natural resources, some of which can quickly develop into conflict if unchecked.

Primary attention will be given to developing and supporting the internal capacity of UNEP's implementation partners in Darfur, in particular the Darfur Development and Reconstruction Agency (DRA), who will be responsible for the implementation and oversight of the proposed CEAPs. Other links will be made with various government ministries, local authorities and academic institutions.
